Market Developments

Foreign Exchange

The US Dollar Index edged higher toward 102.00 on Monday. EUR/USD extended its decline to around 1.1170 in early Asian trading on Tuesday, after reaching its lowest level since October 15 on Monday despite Germany's Ifo survey exceeding forecasts. AUD/USD strengthened to around 0.7025 on Tuesday after slipping 0.26% to 0.7016 on Monday. USD/CAD rose for a second successive day to around 1.4020 on Tuesday; Monday's rebound had ended a seven-day decline and lifted the pair from a six-week low.

Gold

Gold rose 0.6% on Monday and reclaimed $4,000 after finishing the previous week below that level. It remained above $4,000 during Tuesday's Asian session, although renewed selling interrupted the recovery as the US dollar firmed.

WTI Recovers Above $101 as Attacks Continue Despite Tehran Talks

WTI recovered above $101 per barrel on Tuesday after trading around $100.10 during Asian hours, when renewed Middle East diplomacy had accompanied a second successive day of losses. Attacks on vessels attempting to cross the Strait of Hormuz continued.

Iran, Saudi Arabia, Pakistan and Turkey agreed on Monday to continue security discussions and strengthen regional cooperation after high-level talks in Tehran, according to Islamic Republic of Iran Broadcasting. Saudi Arabia's foreign minister also described the meeting as an effort to de-escalate tensions.

The Saudi-led coalition said on Tuesday that its air defences intercepted and destroyed four Houthi drones headed toward southern Saudi Arabia, Reuters reported. The Houthis separately claimed to have struck pumping stations on the country's east-west pipeline and Riyadh airport over the weekend. Commerzbank's Carsten Fritsch said a fire broke out near Ras Tanura, Saudi Arabia's largest Persian Gulf export terminal, following an attack on Tuesday, although the exact cause remained unclear.

Fritsch cited Washington Institute for Near East Policy figures showing 28 confirmed and reported incidents involving Iranian attacks on ships in the Strait of Hormuz and nearby waterways since the start of October, and 113 since the war began nearly eight months earlier. A senior US military official said more than 1.5 billion barrels of oil had passed through the strait since the summer with US armed forces assistance.

Brent had reached $117.45 per barrel on Friday, its highest level in nearly six months, and recorded its highest weekly close since June 2022, Fritsch said.

Government & Fiscal Policy

Katayama Says Japan Is Prepared for Decisive FX Steps

Japanese Finance Minister Satsuki Katayama said on Tuesday that the government was prepared to take decisive steps in the foreign exchange market. Officials would monitor currency movements with heightened urgency, including at that moment, she said.

USD/JPY advanced for a third consecutive day on Tuesday. On Monday, the pair rose from just above 156.50 to just above 157.50 and finished near its session high, recovering about half of its October 22–23 decline. It had touched 156.08 on Friday, its lowest level since September 18.

UK Budget Reports Point to £20.4 Billion Public Investment Expansion

Financial Times and Times reporting cited by Deutsche Bank economists Sanjay Raja and Maui Brennan pointed to £20.4 billion of additional investment through the National Wealth Fund and British Business Bank, with spending backloaded from 2028/29. The reported plans would expand the use of public financial institutions, known as PuFins, rather than constitute a confirmed Budget announcement.

Deutsche Bank said the reports indicated Chancellor Healey would deploy more investment in the Autumn Budget than its earlier assumption of an £8 billion expansion followed by an equal increase at next year's Spending Review. The Financial Times headlines described around £20 billion of investment over five years.

Allowing for slightly higher HMRC savings, the economists projected an increase in cash borrowing of nearly £10 billion annually over the latter part of the Office for Budget Responsibility's forecast horizon. Their estimate put the government's gross financing requirement at just over £250 billion in 2030/31. Using OBR multipliers, they estimated the financial transactions could add 0.5% to GDP by 2031/32.

Sterling traded around $1.3335 in early European hours on Tuesday. It had fallen about 0.22% to $1.3342 during Monday's session and finished just below $1.3350, its lowest level since the October 20 employment data. Against the euro, sterling strengthened on Tuesday after being broadly unchanged on Monday.

Digital Asset Regulation

Ripple CEO Announces Final OCC Approval for National Trust Bank

Ripple CEO Brad Garlinghouse announced on X on Monday that the Office of the Comptroller of the Currency had granted final approval to charter Ripple National Trust Bank.

The approval enables the federally supervised trust bank to manage reserves for Ripple USD, or RLUSD, act as a collateral trustee for holders and expand digital asset custody services. RLUSD is issued by Standard Custody & Trust Company. XRP traded around $1.30 on Tuesday.

Hyperliquid Names Payward for Proposed Regulated US Perpetual Futures

Hyperliquid named Payward, the parent of crypto exchange Kraken, as its intended first CFTC-regulated deployer on HIP-3 markets. In a Monday post on X, Hyperliquid said Payward planned to use its infrastructure to establish perpetual futures markets for US customers. The arrangement remains subject to regulatory approval.

Under the proposal, Bitnomial, Payward's CFTC-regulated designated contract market and derivatives clearing organisation, would create, own and administer the markets and handle clearing and settlement. HIP-3 introduces optional on-chain allowlists, allowing deployers to restrict access while retaining independent control of their markets.

Payward had previously outlined plans to bring perpetual futures models to individual stocks through Bitnomial's regulated exchange and clearing services.
